The Cultural Relics Bureau issued new regulations for the need to qualify for rubbing artifacts

Cultural relics that are not graded according to law may not be copied or rubbed. If the preservation of cultural relics and the characteristics of cultural relics are not suitable for copying or rubbing, they must not be copied or rubbed. This is a new regulation issued by the State Administration of Cultural Heritage for the “Rules for Replicating Cultural Relics”.

Cultural relic reproduction refers to the use of historical information such as mass, shape, texture, ornamentation, text, and patterns of cultural relics, basically using original techniques and workflows to produce activities that are the same as the original; cultural relics are covered in cultural relics. Certain materials are used to make rubbings by means of markings, texts, patterns, etc. on the artifacts.

The regulations stipulate that copying or printing of cultural relics may not cause damage to the cultural relics. For scientific research and display exhibitions that need to be overprinted with cultural relics, before the Yuan Dynasty and Yuan Dynasty, the sub-version rubbings shall be engraved; after the Yuan Dynasty, the original cultural relics may be used for rubbing. It is forbidden to use sharp and hard instruments to beat the rubbing of the original artifacts. Mass production of cultural relics and rubbings shall not use original cultural relics.

The measures also specify that units that engage in the reproduction or rubbing of cultural relics should obtain a corresponding level of qualification certificate according to law. Copying and printing of cultural relics shall be performed according to law.

According to the requirements of the Measures, the administrative department of the unauthorised materials has agreed that the state-owned cultural relics collection unit or management agency and its staff may not provide any units or individuals with cultural relics, rubbing-in printing molds and technical materials. In case of violation of the provisions of these Measures, resulting in damage to cultural relics or state rights and interests, the legal responsibility of the responsible units and individuals shall be investigated according to law.
